This is usually a sign of bad circulation. The blue is caused by the lack of oxygen reaching the peripherals. The best advice is to consult with a physician. As a temporary solution to being cold, try holding your wrists under warm to hot water,being careful not to burn or scald them. The blood passing through your wrists is near the surface of your skin and will warm. If a medical examination shows no illness, (and even if it does) you can take capsicum capsules, available at the health food store. Capsicum is cayenne pepper. Although it is hot to the mouth, it is surprisingly not irritating to the stomach. Start with one capsule and increase as needed. It warms you when you're cold and cools you when you're hot. I'm not a fan or cayenne in my food, but I like the capsules in hot or cold weather.
Nails or any extreamities turning blue indicate a lack of oxygen in the blood. You should see your family practitioner as soon as possible. This may be an indication of something serious.
